How does a hdtv tuner for laptop work?

ok, im quite computer literate so you don't have to use lamence terms, i am building a laptop as we speak and i am considering getting a tv tuner. I was currious how i would receive tv on my computer. Is it like a wireless ordeal where i can be sitting in my car and watch tv, or is it wired more like a hdmi cable?
